Kāpiti Coast District Council is seeking a strategic and collaborative Programme and Project Lead to deliver high-impact initiatives that support sustainable development, recovery, and economic growth across the area. The Strategy and Growth Group drives the district’s commitment to ‘good growth’ by bringing together key functions such as strategy and policy, urban and district planning, strategic housing, economic development, consenting, and investment. Working in partnership across Council and with external stakeholders, the Group plays a vital role in shaping Kāpiti Coasts future – ensuring growth is resilient, inclusive, and well-planned. 
 
Mō tēnei tūranga mahi | About the role 
Reporting to the Manager Strategic Transformation, you’ll play a pivotal role in coordinating and delivering strategic programmes and projects across the Strategy and Growth Group. You’ll work with teams across strategy and policy, urban planning and research, strategic development, economic development, and consenting teams to embed structured project management approaches and ensure alignment with Council priorities. You’ll promote the use of project portfolio tools to improve visibility, prioritisation, and performance tracking, while driving continuous improvement and consistency in delivery.  
 
This role requires a strategic mindset, leadership engagement, and excellent relationship management skills, with the ability to navigate complex challenges and influence outcomes across diverse stakeholders. 
 
Ngā pūkenga me ngā wheako | Skills and experience 
You will have: 

  • Experience in programme or project delivery, ideally in public sector, consultancy, or transformation settings  
  • Proven ability to support senior leaders and sponsors to plan, deliver, and monitor strategic programmes  
  • Insight into political and organisational dynamics 
  • Understanding of programme and portfolio management, including stakeholder engagement  
  • Experienced in working with iwi and applying te ao Māori and Tikanga Māori perspectives  
  • Relevant tertiary qualification preferred
